2027 Hajj: IHR Demands New Rules-Based Enlightenment for Nigerian Pilgrims

Hajj reporters want NAHCON, states and tour operators to move beyond teaching rituals and prepare pilgrims for Saudi laws, medicines, security and conduct

The Independent Hajj Reporters (IHR) has called on the National Hajj Commission of Nigeria (NAHCON), state pilgrims’ welfare boards and licensed tour operators to overhaul pilgrims’ enlightenment programmes ahead of the 2027 Hajj, calling for programmes that go beyond spiritual instruction to prepare Nigerians for the practical realities of pilgrimage.

The organisation wants NAHCON to introduce a mandatory, standardised curriculum covering not only Hajj rites but also Saudi regulations, registration procedures, travel timelines, security requirements, medication rules, pilgrims’ rights and responsibilities, and appropriate conduct at the holy sites.

In a statement signed by its National Coordinator, Ibrahim Muhammad, IHR said pilgrims’ education should prepare intending pilgrims for the practical realities of performing Hajj in Saudi Arabia, including laws and regulations that could have serious consequences if breached.

The organisation said the proposed curriculum should cover updated registration and Hajj timelines, travel and security guidelines, prohibited activities in Saudi Arabia, rules governing prescription and controlled medications, as well as spiritual guidance on conduct during the pilgrimage.

It also called for clearer education on the distinction between pilgrims’ rights and privileges, saying better understanding could help reduce avoidable disputes and unrealistic expectations during Hajj operations.

IHR placed particular emphasis on Saudi Arabia’s regulations governing the transportation of prescription and controlled medications, urging authorities to ensure that pilgrims travelling with such drugs understand applicable requirements and obtain electronic clearance or prior approval from the relevant Saudi authorities where required.

The organisation also called for explicit warnings against political and sectarian activities during Hajj.

It said intending pilgrims should be taught that political flags, sectarian banners, slogans, chants and other forms of political expression are prohibited at the holy sites and could expose pilgrims to consequences under Saudi regulations.

IHR said the enlightenment programme should therefore become a core part of Hajj preparation rather than remain largely a series of religious lectures focused on the rituals of pilgrimage.

It urged NAHCON to work with state pilgrims’ welfare boards, licensed tour operators, religious scholars, security agencies and other relevant stakeholders to develop a unified framework before the 2027 Hajj.

According to the organisation, such coordination would ensure that Nigerian pilgrims are prepared not only spiritually but also for the legal, security, health, administrative and behavioural requirements they will encounter in Saudi Arabia.

The call comes as preparations for the 2027 Hajj begin to take shape, placing greater emphasis on early preparation and ensuring that pilgrims understand the rules governing their journey before they leave Nigeria.

IHR said a more comprehensive approach to pilgrims’ enlightenment could help prevent avoidable violations, confusion and misinformation while contributing to a safer and more orderly pilgrimage experience for Nigerians.
